Bharat has been guiding the world for centuries. The major reason for achieving this bliss was that the borders of the country were safe and there was awareness in the country. Due to ignorance and oversight the situation has changed and is currently somewhat different. The external borders of the country are not secure and internal security is also challenged. Although we have sufficient military force to face them all, it is not possible to maintain security without the support of patriotic citizens. It is true that not all citizens of india can act as armed soldiers, but any patriot can play the role of "SAINIK MITRA”. Based on this “Sainik Mitra Yojna” has been envisaged to provide civil power to the country’s military force.

भारत सदियों से विश्व का मार्गदर्शन करता रहा है। इस गौरव की प्राप्ति का बड़ा कारण था देश सीमाओं का सुरक्षित होना तथा देश में आम जनमानस की जागरूकता। चूक होने के कारन परिस्थिति बदलती चली गयी और वर्तमान में स्थिति कुछ भिन्न ही है। अभी देश की बाहरी सीमायें सुरक्षित नहीं हैं साथ ही आंतरिक सुरक्षा को भी चुनौती है। इन सबका सामना करने के लिए यद्यपि हमारे पास पर्याप्त सैन्य बल है परन्तु देशभक्त नागरिकों के सहयोग के बिना सुरक्षा को बनाये रखना संभव नहीं है।

यह सत्य है कि भारत के सभी नागरिक सशस्त्र सैनिक के रूप में कार्य नहीं कर सकते परन्तु भारत में कोई भी देशभक्त "सैनिक मित्र" की भूमिका तो निभा ही सकता है। इस चिंतन के आधार पर देश के सैन्य बल को नागरिक शक्ति प्रदान करने हेतु "सैनिक मित्र योजना" का विचार किया गया है।
